White Papers and Other Policy Pronouncements
In these White Papers, we discuss the historical difficulty of crafting effective policy, bills, laws, regulations, and virtually any proposal or proposition, and we offer current research and development leading to a more effective approach.
We then present examples of our IPA evaluation and analysis of policy and law to assure quality during their creation and, therefore, their effectiveness. Please note that the same method may be applied during the development of policy and to modify existing policy, allowing it to more successfully achieve the goals stated in its text. Information about the origin, development, and validation of IPA are found on the next page, "IPA: Background."

Wallis SE (2016) Scoring the Score - A Structural Analysis of Trump's Economic Policy - SciPolicy White Paper
This “meta-policy brief” is an analysis of “Scoring the Trump Economic Plan: Trade, Regulatory, & Energy Policy Impacts” by Peter Navarro & Wilbur Ross. https://assets.donaldjtrump.com/Trump_Economic_Plan.pdf
This brief is different from most as it is focused on the internal logic structure of the policy. As such, it offers a new and useful “x-ray” view of the policy that is different from, yet compatible with, other evaluations. In brief, this evaluation shows that the Trump Economic Plan has a low likelihood of success and a high chance of unanticipated consequences negatively impacting the environment and global economy.
